The Comprehensive Ranking System used to evaluate and rank individuals in the Express Entry pool will undergo several changes after Bill C19 received royal assent.
As part of the new immigration system, applicants will also be grouped based on “groupings” set by the Immigration Minister based on economic goals, employment, academic experience, and fluency in English or French.

How does Express Entry work?
With the help of the Express Entry application management system, processing for skilled workers who apply for one of three economic immigration categories is intended to be streamlined.
The Canadian Experience Class, the Federal Skilled Worker Program, the Federal Skilled Trades Program and a portion of the Provincial Nominee Program are just a few of the categories included in Express Entry.

1. Selection will now be based on new groups and categories
Ministerial instructions will be included in the new bill to introduce additional filters to the Express Entry pool based on categories and groups rather than just immigration class.
2. Applying for PR to specify eligibility categories
If a foreign national qualifies for more than one category, the invitation should specify the categories to which the applicant must apply once the bill comes into action.
3. Economic goals to be specified
According to the new bill, the Minister must now state in the instruction which economic objective the newly created category would assist.
4. Losing points due to age can now get PR
Exclusions in the new bill allow candidates who receive an invitation to apply but would otherwise be ineligible to apply for permanent residence visas under Express Entry.
5. Minister’s report to include categories for foreign nationals
The amendment stipulates that orders to create any category for foreign nationals in Express Entry must be included in the Minister’s yearly report to Parliament. The number of invites sent under this category, as well as the economic aim it supports, should be included in these instructions.
